With reference to your letter of the 25th "ltimo, No. 24775/11, I am directed by the Postmaster Geroral

to acquaint you, for the information of the Secretary of State for the Colonies, that he has had under careful consideration various points arising on the transfer of the British Postal Agencies in China from the control of Hong Kong to that of the Imperial Administration. As Mr.Secretary Harcourt is aware, financial responsibility for the Agencies ms been accepted by the Imperial Government as from the 1st Jamary last; but as a temporary measure they remain at present under the control of Hong Kong. The Postmaster General has closely examined the documents placed at his disposal by the Colonial Office, including the Revenue Estimates of the Colony for the years 1905-1009 and the Anmal Reports of the Hong Kong Postmaster General for the years 1905-1910; but for the adequate preparation of

arrangements for the transfer of control, he finds himself

in need of additional information from the Colonial

Government on various points of finance, staff, and

administration.

2. Memoranda on these subjects (4.B. & C.) are

enclosed specifying the points on which Mr. Secretary ader Secretary of State.
